VIRGINIA ELECTRIC AND POWER COMPANY DOCKET NO. 50-280 SURRY POWER STATION, UNIT NO. 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 96 License No. DPR-32 1.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by Virginia Electric and Power Company (the licensee) dated October 28, 1980, supplemented January 9,1984, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendmer.t can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.
2.
Accordingly, the license is amended by changes to the' Technical Specifications as indicated in the attachment to this license amendment, and paragraph 3.8 of Facility Operating License No. DPR-32 is hereby amended to read as follows:

, (B) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 96 are hereby incorporated in the license.
The. licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendment is effective as of the date of its issuance.

Plant Fire Suppression Water System 1.
The Fire Suppression Water systen shall be demonstrated operable:
a.
At least once per 7 days by verifying the water supply volume.
b.
At least once per 31 days on a staggered test basis by starting
)
each pamp and operating it for at least 15 minutes on recircula-tion flow.
c.
At least once per 31 days by verifying that each valve (manual, power operated or automatic) in the flow path is in its correct position.
d.
At least once per 6 months by performance of a system flush.
e.
At least once per 12 months by cycling each testable valve in the flow path through at least one complete cycle of full travel.
f.
At least once per 18 months:
(1)
By performing a system functional test which includes simu-lated automatic actuation of the system throughout its operating sequence and verifying that each automatic valve in the flow path actuates to its correct position, and (2)
By verifying that each pump develops a flow equal to or greater than 2500 gpm at a Total Dynamic Ilead of 231 feet,.md (3)
By verifying that each high pressure pump starts (sequen-tially) to maintain the fire suppression water system pressure equal to or greater than 90 psig.
g.
At least once per 3 years by performing.a flow test of the system in accordance.with Chapter 5, Section 11 of Fire Protection lland-book, 14th Edition published by National Fire Protection Associa-tion.
