Dear Mr. Denton:
This letter provides advance copies of revised FSAR pages regarding the qualifications of key personnel in the Byron /Braidwood preoperational and startup testing.
These changes have already been discussed with the NRC Staff.
They are being submitted to close out the noncompliance identified in references (a), (b), and (c).
Enclosed is a revised response to FSAR question 423.2.
The revised response more clearly delineates our commitments regarding the qualifications of personnel that conduct individual preopeational and startup tests.
No changes to our actual qualification program have been made.
These FSAR chages are being made simply to clarify our intentions.
We understand that our qualification program is acceptable to the NRC.
Please direct any questions you may have regarding this matter to this office.

"For the staff to complete its review of the organization and staffing for the test program, we require that you provide the minimum qualification requirements (educational, overall technical experience, and nuclear experience) for the following categories of personnel at the time they are assigned to the task.
Your re'sponse should address all personnel performing the tasks listed and should not be limited to only CE personnel (e.g., augmenting personnel).
Note that ANSI N45.2.6, although applicable to some categories of personnel during the construction, preoperational, and startup phases, was not intended to cover personnel in the categories listed below.
1.
Personnel that supervise or direct the conduct of individual preoperational tests.
2.
Personnel _that review and/or approve preoperational test procedures.
3.
Personnel that approve preoperational test results.
4.
Personnel that supervise or direct the conduct of individual startup tests.
5.
Personnel that review and/or approve startup test procedures.
6.
Personnel that approve startup test results."
RESPONSE
For Tasks 1 and '4 above, personnel who conduct individual preoperationaVstartup tests will meet the following qualification requirements.
a.
Two Years experience E
b.
High school graduation and one and one half years of experience.
E c.
Equivalency of two years college completion, or continuing college level work leading to an associate degree and six months experience.
or d.
Four year college graduation and three months experience.
These tasks are performed by System Test Engineers who provide an interface with the Operating and Maintenance Departments to conduct testing in the plant. The System Test Engineers report through the Group Leaders to the Technical Staff Supervisor.

Group Leaders who supervise or direct the conduct of individual preoperational/startup tests, and at least one individual who performs the remaining tasks will meet the following qualification requirements:
1.
Bachelor of Science degree (or equivalent) in a.
the Sciences or Engineering or 4 years of related technical experience (power plant or task related);
and' b.
1 year of nuclear power plant experience.
2.
The CECO Quality Assurance Manual, as described in the FSAR, Chapter 17, desc5ibes, by title,.who performs test functions.
Resume's for these personnel have been submitted in Chapter 13 of the FSAR.
