DPR-35 BOSTON EDISON COMPANY PILGRIM NUCLEAR POWER STATION DOCKET N0. 50-293 1.0 Introduction Boston Edison Company (BECo) has requested by letter dated October 12, 1983, changes to the Administrative Controls Section of the Technical Specifications relative to organizational changes. A brief description of this change and our evaluation are in Item 1 below.
BECo has also requested by letter dated October 31, 1983, changes to the Administrative Controls Section of the Technical Specifications relative to Section 6.8 -
Procedures. A brief description of this change and our evaluation are in Item 2 below.
2.0 Evaluation Item 1.
BECo has established a Nuclear Management Services Department (NMS) which is located offsite and reports to the Vice President Nuclear Operation. This new department (NMS) has overall responsibility for Regulatory Affairs and Programs, Environmental and Radiological Health and Safety, Records Management, and Emergency Preparedness.
The Nuclear Operations Support Department (NOSD) which reports to the Vice President Nuclear Operations has been expanded to include the new functional areas of Compliance Management and Loss Control.
In addition, the Station Services Group has been transferred from the Plant Manager to the NOSD. These changes are shown in revised Figures 6.2.1 and 6.2.2.
We have reviewed these changes and find that they include all functional areas now existing, meet the guidance of Regulatory Guide 1.33, and are acceptable.
Item 2.
BEco has proposed to revise Section 6.8.8 to read:
"Each procedure of 6.8.A above, and changes thereto, shall be reviewed by the ORC and approved by the ORC Chairman prior to implementation.
These procedures shall be reviewed periodically as set forth in administrative procedures."

We have reviewed this change and find it meets the staff guidance of Regulatory Guide 1.33 and the Standard Technical Specifications and is acceptable.
3.0 Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.
Having made this deter-mination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
4.0 Conclusion We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activ-ities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense security or to the health and safety of the public.
