The Nuclear Regulatory Comission (the Comission) has found that:
A.
The licensee's original filing of the " James A. FitzPatrick Security Force Training and Qualification Plan" b Authority of the State of New York (the licensee)y the Power
, which has been handled by the Comission as an application, dated August 20, 1979 (plan date of August 1979), as revised by letters dated October 28, 1980 (Revision 1 - October 15,1980) and August 9, 1982 (Revision 2 - August 2, 1982), complies with the standards and requirements of the. Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, Paragraph 2.D of Facility Operating License No. DPR-59 is hereby amended to read as follows:

. 2.0 Physical Protection The licensee shall fully implement and maintain in effect all provisions of the following Connission approved documents, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p). These approved documents consist of information withheld from public disclosure pursuant to 10 CFR 73.21.
(1)
" James A. FitzPatrick Nuclear Power Plant Physical Security Plan," dated May 25, 1977, as revised October 31, 1977 (Revision 1), April 25,1978 (Revision 2), May 26,1978 (Revision 3), June 12, 1978 (Revision 4) and February 14, 1979 (Revision 5).
(2) " James A. FitzPatrick Nuclear Power Plant Safeguards Contingency Plan," dated April 25, 1980, as revised June 20, 1980, submitted pursuant to 73.40. The Contingency Plan shall be fully implemented in accordance with 10 CFR 73.40(b), within 30 days of this approval by the Commission.
(3) " James A. FitzPatrick Nuclear Power Plant Security Force Training and Qualification Plan," dated August 1979, as revised October 15, 1980 (Revision 1), and August 2, 1982 (Revision 2) submitted by letter dated August 9,1982. The guard training and qualification plan shall be implemented in accordance with 10 CFR 73.55(b) within 60 days after approval by the Commission.

This license amendment is effective on the date of issuance.
