Dear Mr. Scaletti:

On March 20, 1984, I was asked by you to leave a GE-NRC meeting concerned

with the accident source tenn evaluation for the GESSAR PRA. The reason I was given was that GE would not permit me to stay as proprietary source term infomation was to be discussed. Although I offered to sign a release stating that I would not divulge any proprietary information, I was told that it was not possible to do so for that particular meeting but that I would be able to sign a release for fbture meetings by contacting the NRC legal staff and signing an NRC nondisclosure Tenn.

After talking with several members of the NRC legal staff, I was told by Mr. E. Shamaker that NRC has no forms available for nondisclosure of proprietary information and that any such form would need to be provided by GE. He suggested that I contact Mr. E. Firestone at GE. Mr. Firestone told me that in principle there was no problem with me signing such a form and he would get back to me in the next day or two with the details. When he didn't contact me for several days, I called his office and was told he was out of town for at least a week and was unreachable.

I asked to speak to any other GE lawyer who could help and was referred to Mr. B. Smith.

and that he would send me such a form. A week and a half later, after I had dg not received a nondisclosure form from GE, I again called 'Mr. Smith and was go.

I am still waiting.

LNu I would like to be able to attend all GE-NRC meetings discussir.g the-omg GESSAR PRA, as well as certain meetings discussing other GESSAR-related matters. As no transcripts are kept of these meetings, one cannot find out y

exactly what was said if one is barred from attendance at the meetings.
