O OPERATING LICENSE Pudduant to Section 50.90 of the regulations of the U. S.

Nuclear Regulatory Ccamission (the " Commission"), Duquesne Light Company ("DLC"),-holder of Operating License No. DP.1-66, hereby

. requests that the Technical Specifications set forth in Appendix A to,that license be amended to revise the air lock surveillance

requirements to reflectsthe addition of the emergency air lock.

1The proposed technical specification change is set forth in Attachment A to this Application. A safety evaluation is. set forth in Attachmenti3. -The proposed change has been determined.to involve no significant ha::ards consideration in -accordance with 10 CFR 50.92. We have determined that this change its described by the following example provided by the Commission and published in the Federal Register 48 FR 14864:

'(ii) a change'.that constitutes an additional limitation, restriction, or control not presently included in the technien1 specifications.

' WHEREFORE,. Applicant respectfully requests that Appendix A to(Operating License No. DPR-66 be amended in the forra attached hereto as Attachrent A.
