Dear Mr. Denton:
Would you please explain to me on what bases the Nuclear Regulatory Commission staff determines which critical, safety-related component and piping system welds need not be inspected -
that is, which ASE code inspections may be waived? As an example, the enclosed letter to you of March 26, 1984, from St&JPPS regarding the top circumferential weld in the reactor pressure v'essel closure head is apparently one of a series of requests for relief from code requirements at the Callaway plant. Apparently Union Electric is asking to be relieved from certain inspections both

before and after the reactor becomes operative (that is, some preservice and some inservice inspections).
I am reminded of the surprise I experienced upon;1 earning that the NRC staff had permitted Commonwealth Edison to continue opera-ting Dresden Unit One in Illinois for the last five of its 19-year operating life even though certain critical welds were not able to be inspected. As you may remember, you had to waive. inspection requirements because the radiation fields near the reactor coolant pressure boundary -- the most critical part of the plant - were so hot that insoectors could not even go near the welds, let alone reomir ment At Callaway it looks like they're asking for your leniency before they even get going.
