This 1ctter is to repcrt a condition relating to the operation of the unit t chut '1100 heur:: en'May-27, 197';. f.t thin tin:, the " nit 2/3 dicaci generator failed to acquire full load after starting. This cal-function is contrary to section 3.9.A.2 which requires that the unit and '

' shared diesel generators be operable.

PROBLDI On Hay 27,1974 at about 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br />, the Unit 2/3 diesel generator received an auto start signal fro:a high dryvell pressure. At tha time, the auto start . occurred while a Unit .3 containment tesc was under way. .An isolation valvo for the dryvell pressure switches leakeo which caused tha auto start. Af ter the diesel generator auto started, it was found to'be.

unstable. In addition it was -not possibic . to load the generator to more than 2,000 }34.

At the time of t'.ic occurrence, . Unit 2' was at 2035 megawatts thercal with the node switch in the run position. - Electrical load at 'the

. time of.the failure was 642 megawatts.

Hr. 'J. F. O' Leary Q Juns 3, 1974 JHVESTICATION An investigation into the problem revealed the cause of the y

i. instability to be a partially plugged oil filter. The reason why the generator load could not be raised higher than 2,000 IG was due to a loose butt connection in the governor raise circuitry.

[ CORRECTIVE ACTION To correct the generator load probleu, the loose connection

} found was repaired. In addition, all other conocctions of this type will .

be checked on the Unit 2, 2/3, and 3 diesels to insure that tro future

' failures occur..

In regard to the instability, it was discovered that although there is a dual oil filter arrangement only one had been used for the last year. . A switch to the second oil filter chould have taken place about.cix months after use. The switch to the second filter van not done

because it was not centioned ,on the six nonth inspection procedure. The procedure has now been changed so that the second oil filter will be put in. service during the six conth-inspection. Also af ter one year, both
oil filters will be cleaned or replaced if_necescary.

Also since this is the first time this type of failure occurred,

.the corrective action taken at this time- is considered adequate.

EVALUATIONS _

The failure of the 2/3 diesel generator to acquire full load

did'not put the safety of the plant or public in jeopardy. At' the time of the failure the unit dicael generator was operabic, and all incoming

' lines' vere functionable. -In addition, all other safety systems were

operable at the tice 'of the failure..
