APPLICANTS' STATEMENT OF MATERIAL FACTS REGARDING NEAR-WHITE BLAST SURFACE PREPARATION ISSUE AS TO WHICH THERE IS NO GENUINE ISSUE TO BE HEARD a

Section 4.1.1 of Applicants' construction procedure CCP-30, " Coating Steel Substrates Inside Reactor Building and Radiation Areas," requires that steel substrate surfaces be cleaned to "near-white blast" condition prior to the application of coatings materials.

Applicants incorpor-ated the "near-white blast" standard into CCP-30 in 1977.

Applicants have issued revisions to CCP-30 from time to time, but the revisions did not affect the requirement in Section 4.1.1 that steel substrate surfaces be cleaned to "near-white blast" condition.

Section 3.2.2 of Applicants' inspection procedure QI-QP-ll.4-1, " Inspection of Steel Substrate Surface Preparation and Primer Application," requires that steel L
