Pursuant to 10 CFR 50.90 as required by 10 CFR 50.59(c) (1), Georgia Power Ompany hereby requests a change to the 'Iwchnical Specifications, ,

Appendix A to Operating License DPR-57.

The proposed change is consistent with NRC suggested changes and changes proposed previously for the Hatch Unit 2 Technical Specifications. 'Ihe proposed charge will expand the present definition of OPERABILITY to explicitly include functionality of support equignent, redundant trains, and electrical power supplies. 'Ite present definition requires only that a system or cmponent be capable of performing its intended function in its required manner in order to be considered OPERABLE. The proposed definition of OPERABILITY also makes provisions for loss of an electrical source without entering a Limiting Condition for Operation for all equipment powered by that source.

'Ihe Plant Review Board and Safety Review Board have reviewed the proposed charge and determined that it does not involve an unreviewed safety question. 'Ibe proposed definition will more clearly state the criteria for OPERABILITY. 'Ihe proposed definition is more consistent with the body of the 'Ibchnical Specifications. Accident probabilities and consequences are not increased. No new modes of operation are involved. The margin of safety is not reduced.

Enclosed with the proposed change is a determination of no significant hazards, determination of amendment class, and payment of applicable fees.

Similar changes were reque'sted for the Hatch Unit 2 Technical Specifications by letter of February 5,1981. We request that you approve the changes for both units concurrently.

BASIS:

This change is not a significant hazards consideration in that it expands the definition of OPERABILITY to explicitly include functionality of support ecpipment, redundant trains, and electrical power supplies. This change constitutes an additional limitation, restriction, or control not presently included in the Technical Specifications. Therefore, this change is consistent with Item (ii) of " Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Considerations," page 14870 of the Federal Register, April 6,1983.

ATTACINENT 2 NRC DOCKET 50-321 OPERATING LICENSE DPR-57 EIMIN I. HATCH NUCLEAR PLANT UNIT 1 DEFIRMINATION OF AMENDMENT CLASS Pursuant to 10 CFR 170.22, Georgia Power Company has evaluated the attached proposed amendment to Operating License DPR-57 and has determined that:

a. The proposed amendment does not require evaluation of a new Safety Analysis Report and rewrite of the facility license;
b. The proposed amendment does not require evaluation of several complex issues, involve ACRS review, or require an environmental impact statement;
c. The proposed amendment does not ' involve a complex issue or more than one environmental or safety issue;
d. The proposed amendment does not involve a single safety or environmental issue;
e. The proposed amendment is administrative in nature, namely clarification of the definition of OPERABILITY to be consistent with the body of Technical Specifications. '
f. 'Ihe proposed amendment is therefore a Class II amend nent.
