Shelton to CENTER ROAD SENIOR VICE PRESIDENT RR O 10 44081 PERRY, OHIO 44081 NUCLEAR (216) 259-3737 May 31, 1995 PY-CEI/0 EPA-0223L Attention: Marie Undervood Ohio Environmental Protection Agency Northeast District Office 2110 East Aurora Road Twinsburg, Ohio 44087 Perry Nuclear Power Plant NPDES Permit No. 3IB0016*DD Essential Maintenance Discharge Change Ladies and Gentlemen: Essential maintenance is planned to be performed on the Perry Nuclear Power Plant service water and circulating water systems during a refuel outage scheduled to begin in January, 1996. The maintenance vill require draining of the systems. To expedite drainage, the discharge point will be changed from the discharge tunnel (outfall 3IB00016004) io two storm drain outfalls (See Attachments 1, 2 and 3). Approximately 1,625,000 gallons vill be pumped to the storm drain system , on the east side of the plant site (minor stream impoundment). This storm drain empties into a small, nameless stream that originates offsite. A skimmer plate and impoundment dam are in place downstream of : the point where plant site drainage enters the stream and prior to entry l into Lake Erie. Attachments 4 and 5 provide 6etail of the construction l of the minor stream impoundment. I Approximately 1,885,000 gallons of water vill be pumped to a storm water j impoundment on the vest side of the plant site (northwest drain ! impoundment). This impoundment serves only the plant site. It also utilizes a skimmer plate, and an impoundment dam prior to entry into Lake Erie. Attachments 4 and 5 discussed above are typical of this impoundment. The quality of water to be discharged during this process vill be identical to the normal plant discharge water. No sludges or solids vill be pumped during system draining; they vill be manually removed. l 9506070152 950531 !
