0.4.9.92 SERIAL: 30261 On March 29, 1984, Consumers Power Company notified your staff of two potential 10CFR50.55(e) conditions involving Transamerica Delaval diesel generators:

Piston Skirt Casting Defects and ASME Section III related audit findings.

An additional concern, involving lubrication of the turbocharger thrust bearing, also was discussed. This letter is an interim 10CFR50.55(e) report.

Because of the relatively high number of 10CFR21 reports filed by Transmerica Delaval and the significance of problems uncovered at other jobsites, Consumers Power Company instituted a Midland Project Diesel Generator Task Force in October 1983.

In January,1984 Consumers Power Company joined an Owners Group of utilities that had purchased Transamerica Delaval diesel generators. Both these efforts have been directed toward recommending solutions to known diesel generator problems and anticipating problems which may not have emerged.

For Consumers Power Company, the Diesel Generator Task Force serves as the focus for evaluating recommended solutions from all sources and for incorporating them within approved project design and quality systems.

Because of the potential 10CFR50.55(e) conditions, known 10CFR21 reports and problems from other utilities will be reevaluated within the context of the 1

Diesel Generator Task Force. A reevaluation status of these problems will be provided in the next report.

In addition, the next report will provide the outline of a systematic review of the design and manufacturing adeq 6cy of important diesel generator components. This systematic review is aimed at identifying design or manufacturing problems that have not been discovered.
