Dear Mr. Keppler:

This letter provides an updated response to Item 1 of Appendix A to NRC Inspection Report Nos. 50-315/82-19 and 50-316/82-19. We previously responded to this item in our letter No. AEP:NRC:0764 dated January 21, 1983.

Specifically, we made the commitment in the above referenced letter, to establich a "two phase technical specification training program." The intent of this commitment was to ensure those personnel working on technical specification equipment were knowledgeable to a degree that they would know if a Limiting Condition for Operation were entered in the course of this work. Phase I of this program (which consisted "of identifying those technical specifications, for each Section, with which Section personnel should be familiar and to conduct training on the identified material") has been completed. Phase II of this program (which consists of establishing a Bi-annual training program to instruct personnel on the technical specification they should l

specifically be familiar with), was scheduled to be completed by March 31, 1984. However, since we made this commitment, we have also been engaged in an effort to gain INFO accreditation with regard to our training:programa at the plant. Therefore at this time we would like to amend the sixth paragraph of our previous response to read as follows:

Other actions have been taken in an attempt to address the underlying problema. Technical Specification training has been completed in the Technical Department.

The inclusion of this material in our periodic training programs will be evaluated when our INFO training accreditation process is completed.

This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature of the undersigned.
