- 4) Serial 23829, dated October 31, 1983 This letter, as were the referenced letters, is an interim 10CFR50.55(c) report concerning deficiencies in the installation design of certain C1 css IE cabinets and pancis.
In the previous submittal (reference 4), Consumers Power Company reported that equipment location changes and modifications were being translated into revised documents and in one particular case, Could Motor Control Centers, the need for a design change relative to proximity concerns remained to be determined subject to seismic qualification testing by the vendor. Hence, this 10CFR50.55(e) report would remain open until such final design changes were confirmed.
Based upon the existing schedule, the final documentation and design modification recommendations (if required) from Could will not be received until the fourth quarter of 1984. Therefore, a final report will not be submitted until completion of this activity.
A point of clarification is also required on the attached MCAR 67, Final Report to reference 4.
On page 2, a statement referring to BC-TOP-4A j
(Topical Report, Seismic Analysis of Structures and Equipment for Nuclear Power Plants, Rev 3, November 1974), states: The minimum clearance between any two structures, components or equipment is maintained at twice the absolute sum of the predicted displacements of the two items under consideration.

2 Serial 30021 83-02 #5 This refers to a screening limit and not an acceptance criteria that Bechtel utilized to first identify equipment that was subject to further evaluation which formed the basis of the attached Table to the MCAR 67 report.
Equipment which did not pass the acreening limit was dispositioned as described in item 1 of the Corrective Action portion of MCAR 67.
Equipment is considered acceptable if detailed analysis supported a clearance less that the screening limit described above.
Consumers Power Company will submit another report, either interim or final, by December 21, 1984.
