LICENSE NO. CPPR-27, DOCKET NO. 50-250 On March 30, 1970, at about 10:30 a.m., a Reliance Trucking Company crane being used to position the Unit No. 3 generator stator into its permanent location collapsed killing one Westinghouse site engineer and injuring two Reliance Trucking Company employees. Preliminary information on the accident was obtained by a Region II phone call to E. H. O'Neal, FP&L, on March 31.

Within the hour, J. Olmstead, FP&L Project Manager, Turkey Point project, in a phone call to Region II, provided additional informa-tion regarding the accident. The highlights of the information obtained are as follows :

Westinghouse was awarded the contract to erect the generators and turbines for the Turkey Point nuclear units. They, in turn, sub-contracted the work to the Reliance Trucking Company.

Reliance erected a special crane on the turbine pedestal to handle the generator components.

On March 30, the Unit No. 3 generator stator was being positioned into its final location. The stator had been lowered to within one to two feet of the turbine pedestal deck.

Suddenly, two vertical support cables for the crane snapped and the crane collapsed.

A falling crane support beam struck and killed Mr. J. Matijak, the Westinghouse Lead Engineer at the site.

Mr. Matijak was not directly involved with the turbine erection work; he apparently was standing near the crane as an observer. Two Reliance employees were injured, one seriously.

The stator was damaged and, in all probability, it will be returned to the Westinghouse shop in East Pittsburgh.

The original Unit No. 3 stator which Reliance had accidently dropped into a canal near the site, vill be rer,urned from the repair shop j

to the site sometime in August 1970. This stator vill now go into V

Unit No. 3 and, therefore, no schedule delay is anticipated at this time.

,o J. P. O'Reilly April 1, 1970 The turbine hardware, damaged by the crane accident, can be replaced without too much difficulty and should cause no delay in schedule.

The crane accident did not damage any nuclear safety-related hardware.

At the request of Mr. L. D. Low, I provided the above information to Dr. M.

Mann by telecon on March 31.

Additional details relating to the damage caused by the accident will be obtained during our next site visit which is scheduled for this month.
