Dear Mr. Keppler:

On 19 April 1984, I talked to Mr. Rod Gardner of your crganization. I indicated to Mr. Gardner there is a possibility the SCR's on our Nuclear Exciters at the Seabrook Facility of Public Service Company of New Hampshire, at Hope Creek Facility of Public Service Electric and Gas Company and Limerick Facility of Philadelphia Electric, have s '

been mounted with too much pressure. A gauge associated with the SCP's on the heat sinks can be read to determine if they were installed properly. On 17 April 1984, we were advised byWestinghouse, one of our suppliers of the SCR's, that units which were known to have been mounted with too much force were damaged components.

We notified Fairbanks Morse of this possibility a few days ago and yesterday, we reviewed our findings with them.

We proposed to Fairbanks Morse, and I advised Mr. Gardner, that we will examine the gauges on the semiconductors to determine if they have been mounted properly.

If they are mounted properly, no further problem exist. If the gauges indicate incorrect mounting forces were used, we will remove the heat sinks from the exciter chassis, reassemble them with new devices, test and reinstall in the chassis at whatever power plant the problem occurs. We will work with Fairbanks Morse to make this happen.

I have notified Mr. Olsen of Fairbanks that Mr. Gardner wanted the above report prepared. Because of the many changes in the various power plants, Mr. Olsen will contact the utilities and report the above. I have sent.Mr. Olsen a copy of this letter and he will, in turn, send to the appropriate people at the utilities.

Wtstinghouse has reported to us that if the semiconductors have been damaged as a result of too much mounting pressure, they may not function properly and in our application, if they have lost control, the generator voltage will go to ceiling.

USNRC Page two April 19,1984 Please note that all of the Nuclear Exciters we have shipped must have gone thru the electrical testing other than at Basler Electric, and if there has been any degradation, no problems have been reported to us at this time.

If additional information is required, please contact me. We will work closely with Mr. Olsen of Fairbanks Morse. The specific part numbers involved at each of the facilities are as follows:
