DRAFT SAFETY EVALUATION REPORT (SER) ON THE ADEQUACY OF THE TECHNICAL APPROACH TO THE TESTING AND ANALYSIS PROGRAM (TAPD FOR THE SIMPLIFIED BOILING WATER REACTOR (SBWR) DESIGN, dated November 25,1994.

This letter requests written NRC concurrence with the scope of the GIRAFFE Systems Interaction Test (SIT) as described in Reference 1 and originally specified in Reference 2.

Reference 1 stipulates that the GIRAFFE / SIT test matrix will consist of four (4) tests simulating Gravity Driven Cooling System (GDCS) and Bottom Drain Line (BDL) break cases with various single failures. These changes were discussed in Reference 3, and NRC concurrence was received. Further, we wish to verify that the four (4) tests with test conditions as shown in the attachment to Reference I will be sufficient to resolve the Sytem interaction concerns raised by the NRC during the review of the TAPD Rev A (Reference 4) which were delineated in the NRC DSER (Reference 5), discussed in meetings January 9th and 1Ith,1995, and addressed by GE in 9506070006 950602 - OdI, :

1 Reference 2. In these interactions it was agreed to utilize the GIRAFFE facility if possible to conduct these tests. Should unexpected results occur during the tests we understand that NRC and GE will have to evaluate the situation and decide on a course of action. j Sincerel ,
