Wisconsin Electnc rowcouem 231 W. MICHlGAN, P.O. BOX 2046 MILWAUKEE, WI 53201 May 3, 1984 Mr. H. R. Denton, Director Office of Nuclear Reactor Regulation U. S. NUCLEAR REGULATORY COMMISSION Washington, D. C. 20555 Attention: Mr. J. R. Miller, Chief Operating Reactors Branch 3 Gentlemen:

DOCKET NOS. 50-266 and 50-301 ADDITIONAL INFORMATION ON GENERIC LETTER 82-33 SCHEDULE REQUIREMENTS FOR CONTROL ROOM DESIGN REVIEW POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In our response to NRC Generic letter 82-33 concerning schedule requirements for Emergency Response Capabilities dated April 15, 1983, Wisconsin Electric committed to submit to the NRC a program plan for a detailed control room design review (CRDR) of Point Beach Nuclear Plant by May 31, 1984. This schedule was not revised in our most recent letter to you on this subject, dated March 8, 1984, because we were still opti-mistic at that time that the contractual and technical details could be completed in time to meet the target date. The purpose of this letter is to update you on our schedule for providing this information.

Wisconsin Electric has requested proposals from con-sultants to assist us in developing a CRDR program plan suitable for submittal to the NRC. It has become apparent that completing development and review of a program plan, and submittal of this plan to the NRC by May 31, 1984, will not be practicable. The reasons for this are the large in-house work load related to other requirements for emergency response capability, the lengthy process of obtaining competitive bids to engage a consultant with I

experience in CRDR and the desire to provide a complete program plan that addresses recently expressed NRC concerns regarding systems functions review and task analysis.

Wisconsin Electric now intends to submit the CRDR program plan for Point Beach to your staff no later than July 31, 1984. The program plan will then be used to obtain a consultant to assist us in the performance of the CRDR. The actual CRDR will not begin until Wisconsin Electric has received NRC approval of the program plan, chosen a consultant to assist in the review, and completed the installation of the auxiliary safety instrumenta-tion panels in the control room. It is anticipated that we can ,

Mr. H. R. Denton May 3, 1984 complete the Point Beach CRDR, including preparation of the final report, one year after obtaining NRC approval of the program plan.

With this schedule, we estimate that the final report will be sub-mitttedtotheNRCinOctober1985.)o(Changestothecontrolroom) due to the CRDR(will be implemented n af schedule consistent with thesafetysignificanceofthechange,(Phvailabilityofequipment) and the desirability for minimizing interferences with control
