BULLETIN 84 GENERAL ELELTRIC RELAYS We have established that we do not use GE HFA relays in safety-related circuits at WNP-1 or WNP-4 and we do not plan to add any.

Further, we will have an approved procedural mechanism in place that precludes inadvertent procurement of the subject relays and other " restricted" components by December 1984.

These facts support our negative declaration for IE Bulletin 84-02.

Regarding the request to describe our review of potential similiar generic problems with relays from other manufacturers, we have procured only fully qualified relays for use in safety-related circuits. Relays have been qualified to the requirements of Regulatory Guide 1.89, which includet effects of thermal aging as appropriate. Our planned operational surveillance testing program will detect relay failures if they occur in the futuro.

We do not plan any short-term actions on this matter, and our long-term actions will be covered by the routine operational surveillance and testing program. We anticipate that if any trend toward increased failure rates develops during the operational phase, it will be detected early enough to develop a responsive corrective action progra:a at that time, tailored to the observed failure modes.

We plan no further action on this subject.
