Illinois Schedule of Corrective Actions for Deficiencies Identified During the Byron Nuclear Power Plant Offsite Radiological Emergency Preparedness Exercise Conducted on November 15, 1983 Attached is the schedule of corrective actions submitted by the State of Illinois for the deficiencies noted in the Final Report for the Byron Nuclear Power Plant Offsite Radiological Emergency Preparedness Exercise conducted on November 15, 1983. The exercise report was sent to you on February 1, 1984.

The Federal Emergency Management Agency (FEMA) Headquarters and Region V staff have reviewed the schedule of corrective actions submitted by the State and found it to be adequate.

Based on the exercise and the corrective actions schedule, we cannot identify any impediments to protecting the health and safety of the public in the event of an incident at the Byron Nuclear Power Plant.

Byron Exercise Report Corrective Actions Attached are the corrective action statements to the Byron Exercise Report for the November 15, 1983 exercise. We believe the method and schedule of corrective actions is reasonable and logical. Also attached is a copy of our letter to the State of Illinois.

As a result of the exercise and the State's corrective actions, we cannot identify any impediments to protecting the public in the event of an accident at the Byron Nuclear Power Station.

Dear Mr. Weaver:

In response to the FEMA Exercise Report for the joint exercise of the offsite radiological preparedness plans for the Byron Nuclear Power Station on November 15, 1984, below is 5 complete list of corrective actions proposed and the dates for completion.

NUREG Item K Narrative Statement of Deficiency The team did not have respirators as part of the protective equipment.

Corrective Action Proposed IDNS does not consider this item as a deficiency.

Item K of NUREG 0654 does not mention the providing of respirators as part of the criteria.

IDNS has revised the equipment listing reflected in 1-SOP-6 to delete item j, MSA Clearview Full-Face Mask and item k, GMR Respirator Canisters for Mask. This revision will be reflected in the next update of the SOP series.

NUREG Item C.3.a Narrative Statement of Deficiency e

The press briefings were not conducted in a timely manner and, in most cases, the briefings presented information that was very old.

The technical spokesperson provided at the Media News Center was not effective in his briefings.

Corrective Action Proposed Procedures for more timely press briefings will be improved prior to the next State full scale exercise. The State will encourage the operating utility to use only technical spokespersons who also possess public speaking skills.

Narrative Statement of Deficiency Policy / procedures were not developed on allowing entry to evacuated area for essential services, e.g., to milk / dairy cows.

Corrective Action Proposed IDNS does not consider this item a deficiency.

Item M.1 of NUREG 0654 does not address essential services or the milking of dairy cattle as essential se rvice s.

Under the present M.l. criteria, IDNS does provide for 1) unrestricted reentry, 2) restricted reentry, or 3) no reentry, based upon dose commitments as reflected on Table 1 of 4-SOP-20.

NUREG Item M Narrative Statement of Deficiency Arrangements were not made to provide the public with information 1) safety precautions during recovery, 2) possible health effects of low level exposure, and 3) availability of compensation for financial loss sustained.

Corrective Action and Scheduled Completion Date Procedures will be developed and implemented prior to the next state full scale exercise.

Narrative Statement of Deficiency The capability to decontaminate equipment and vehicles was not demonstrated.
