Supplement to Proposea Changes to Section 7

Dear Mr. Collins:
This letter is in response to recent conversations between Public Service Company and Mr. Phil Wagner concerning our recent proposal to amend Section 7 of the Fort St.
Vrain Technical Specifications (Reference 1).
Because the proposed changes were effective January 1, 1984, and the amendment was requested in order to incorporate Nuclear Regulatory Commission regulations, Public Service Company did not include a "Significant Hazards Considerations" analysis. Although Public Service Company had evaluated the previous requirements and determined that the new requirements did not involve a significant hazards consideration, this conclusion was not stated in the proposal for amendment.
Therefore, this letter submits the "Significant Hazards Considerations" analysis (attached) which is intended. to supplement the proposed changes of March 6, 1984, P-84068.

. SIGNIFICANT HAZARDS CONSIDERATIONS I.
EVALUATION The proposed deletions and additions to the Fort St. Vrain Technical Specifications were made exclusively to incorporate the new notification and reporting requirements of 10 CFR 50.72 and 50.73 respectively.
Fort St. Vrain reporting requirements not related to the 50.72 and 50.73 requirements were maintained and not affected. The new reporting requirements are considered equivalent to the previous requirements in terms of identifying and reporting significant events.
II. CONCLUSION Based on the above evaluation, it is concluded that operation of

Fort St. Vrain in accordance with the proposed changes will not (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any

accident previously evaluated, or (3) involve a significant reduction in cny margin of safety.
Therefore, these changes will not increase the risk to the health and safety of the public nor do they involve any significant hazards considerations.
