isolation valves which were sequentially found inoperative cn August 14 and August 21, 1974.

Unit 2 reactor was in the early phases of the startup test program and has reached full operating temperature and pressure, but has nct been operating above approximately 6-percent thermal power.

On August lb,1974, uith the reactor in a shutdour conditicn at appror,imately 1CO psic, FC71-52 failed to open. On Aut;ust 21, 1974, with the reactor still in the shutdown conditicn, but at atmospheric pressure, a seccnd valve, FCV l-27, failed to open when manually actuated. These valves are the outboard containment isolaticn valves in steamlines "D" and "B," respectively. All other main steam isolatien valves have been tested and appear to be fully operacional.

The reactor will remain in a cold shutdcun condition until investigatien and corrective acticn is conplete.

We have had no previcus failures of this nature with these valves.
