REFERENCE:

Letter from G. A. Hunger, Jr. (PECO Energy) to NRC dated March 30,1995

Dear Sir:

In reference 1, PECO Energy Company submitted Ucense Change Request 95-05, in accordance with 10 CFR 50.90, requesting a one-time change to Appendix A of the Peach Bottom Atom!c Power Station, Unit 2 Facility Operating License.

The proposed change revises Technical Specifications (TS) Section 4.7 D.1.b.(1) by adding a footnote to exempt the High Pressure Coolant injection motor-operated valve MO-2-23415 from quarterly stroke testing requirements until Unit 2 refueling outage 2RO11.

By conference call on May 19,1995, the NRC requested additional information regarding the proposed LCR 95-05. At the conclusion of the call, the staff requested that PECO Energy formally submit the information provided verbally in response to their questions. Accordingly, 1

o ATTACHMENT LCR 95-05, Supplement 1 Restated below are the NRC staff questions raised during the May 19,1995 conference call followed by the PECO Energy response.

NRC Ouestion 1:

What type of packing is used in MO-2-23-157 Has it been upgreded?

PECO Energy Response: Modification 1909, which was performed in November 1988, upgraded the packing material from asbestor tr. graphite.

NRC Ouestion 2:

Describe the procedure used by PECO Energy to cackses' MO 2-23-15.

PECO Energy Response: The procedure used to backseat MO-2-23-15 is as follows:

1) the valve is opened from the control room to its normal full open position; 2) the open limit switch is jumpered to allow additional travel in the open position; 3) the valve operator motor is momentarily energized (for a predetermined amount of time) allowing inertia to coast the stem into the backseat.

NRC Ouestion 3:

Did PECO Energy considered GE SIL-385 while performing the backseating of MO-2-23-15.

PECO Energy Response: The guidance provided in GE SIL 385 was reviewed and appropriately applied prior to backseating MO-2-23-15.

The backseating procedure as described above prevented overstressing and damage to valve components.

MO-2 23-15 is not a normally backseated valve. It is only backseated on an as needed basis using administrative controls which ensures that an evaluation and analysis is performed prior to backseating.

The valve manufacturer was contacted prior to backseating MO-2-23-15 for information and alternatives.
