Donald F. Schnell, being duly sworn, deposes and says as follows:

1. I am Vice President - Nuclear of Union Electric Company and have overall responsibility for the design, con-struction and operation of Callaway Plant. My bus,iness address i is Union Electric Company, P. O. Box 149, St. Louis, Missouri 63166. I have personal knowledge of the matters stated herein and believe them to be true and correct. I make this affidavit in response to the Joint Intervenors' Motion for Leave to File l Supplemental Contention (Motion) and the Supplemental Conten-tion of Joint Intervenors (Supp. Contention) both dated April 18, 1984.

the Callaway Unit and Union Electric's need for issuance of I

l the callaway Plant operating license.

At this time, the design, construction and preopera-tional testing of Callaway Plant, Unit 1 are essentially com-plete. Our readiness for fuel load is contingent on completion or otherwise accounting for miscellaneous minor construction, documentation, hardware and inspection items. These items have l

been identified and final work is in process. Based on our current status and progress, Callaway Plant, Unit 1 should be ready to commence fuel load operations by mid-to-late May, 1984.

3. Joint Intervenors' contention that UE will be forced to skimp on safe operation of the Callaway Plant because of financial hardship is demonstrably without merit. For example, in its most recent SALP Report, UE received a very complimentary evaluation by the NRC. In addition, UE's operator training program resulted in the qualification of 42 operators for the Callaway Plant, which reflects UE's commitment to train-ing and overall operational readiness. Both of these achieve-mento clearly demonstrate that UE is not "a company which lacks the financial resources to assure that every possible measure w
