On March 24, 1984, Mr. C. W. Hayes, Vogtle Project Quality Assurance Manager, reported a potential deficiency to Mr. John Rogge of the USNRC that concerned a liquid penetrant indication on the reactor coolant crossover leg elbow. At this time, Georgii Power Company is submitting an interim report on its evaluation of this concern.

Pullman Pcwer Products, in nonconformance report No. MD-6028, noted a liquid penetrant indication on the base material of a 31" I.D. X 40 elbow following field welding of this elbow to the outlet nozzle of a steam generator. The indication was reported as linear in nature,1-3/4" long, and 5/8" away from the toe of the weld. Light buffing of this area by Pullman Power Products did not clear the indication, but caused it to "open up". Westinghouse site personnel examined the area using SX and 10X magni-fication and observed traces of arcing and molten metal. This would indi-cate that the area was possibly subjected to an arc strike and weld spatter.

The indication was removed by grinding and the resultant cavity was weld repaired and inspected in accordance with approved procedures. The dis-t crepancy was generated during installation and does not involve the elbow supplier. Georgia Power Company is continuing its evaluation of this inci-dent and expects to submit a final report to the USNRC on this subject by
