Dear Mr. Skovholt:

This letter is in response to your letter of June 11, 1973 in which you requested a review of the refueling water storage tank system design, and other liquid tanks which contain radioactivity, for overflow to other than a controlled water pathway to the environs.

At Ginna Station the refueling water storage tank (RWST) overflow is a loop seal which would go to the auxiliary building sump, which pumps to the waste hold-up tank, (21,000 gallon capacity). All other potential over-flow paths such as the inspection manway, safety valves or vent, would end up in the waste hold-up tank via the auxiliary building floor drains or the auxiliary building sump system.

The sump pump actuation is alarmed on the main control board and on the plant computer. The waste hold-up tank also has a high level alarm which alarms in the control room, although not directly. It alarms at the waste panel and the waste panel alarms in the control room and an operator is sent to investigate the cause of the alarm. The waste hold-up tank level is also logged by an operater every four hours.

All other tanks containing radioactive fluids are in the controlled area and if they overflowed, would end up in the waste hold-up tank either directly or via the pump system.

The procedures for transferring water to and from the RWST requires operator surveillance when the level is 95 percent full. A high level alarm is being 8304210300 730810 PDR ADOCK 05000244

All procedures involving liquid storage tanks have been reviewed, and revisions are being processed for those procedures which required modi-fication to provide for increased operator surveillance.
