LaSalle County Station Units 1 and 2 Significant Surveillance Program Actions taken since June, 1983.

NRC Docket Nos. 50-373 and 50-374 Reference (a):

D.L. Farrar letter to J.G. Keppler dated February 3, 1984 " Response to Inspection Report 50-373/83-49."

Dear Mr. Keppler:

This letter is being submitted in accordance with Reference (a) and provides the information concerning actions taken since June 1983, in the subject area.

In June 1983 a surveillance' matrix review task force was established.

The task force performed a line by line review of the Unit 1 Surveillance Matrix, with emphasis on the Instrument Maintenance (IM) department.

Several DVR's were generated.

The review was completed in late June 1983.

In September 1983 a special Off-site task force completed an extensive audit of the station surveillance program.

The audit lasted approximately four months.

No significant items were identified during this audit.

In August 1983 a station task force was established specifically to review the Unit 2 surveillance program.

This Task Force verified:

that each Unit 2 Tech. Spec. surveillance requirement was covered by a station procedure; that each station procedure was properly entered on the station surveillance computer program; and that for each surveillance, the computer frequency was less than or equal to the Tech.

Spec. required frequency.

Finally the Task Force verified that all surveillances had been performed at least once by checking for properly filed, completed surveillances in Central File.

This Task Force is still reviewing surveillances as they are initially performed.

In August 1983, following an INP0 recommendation, the IM Depart-ment commenced the process of re-numbering all Instrument Surveillance procedures.

The re-numbering will create a specific number for each Channel Calibration and Functional Test for Unit 1 and Unit 2.

This will ensure the correct surveillance is performed on the correct Unit.

.o Je J. G. Keppler 2-March 1, 1984 In December 1983, as corrective action to DVR 373/83-49-06 (SRM/IRM Withdrawl Blocks), the IM Department conducted a review of the IM department surveillance requirements.

No discrepancies were discovered.

Also in December 1983, the initial Unit 2 surveillance matrix was completed.

As verification, a blank copy was distributed with all surveillance numbers deleted.

The responsible departments completed the " blank" matrix.

Returned copies of the " blank" matrix were compared to the initial Unit 2 matrix and discrepancies resolved.

In February 1984 a separate station group was created to over view Technical Specification Surveillances continuously, in a manner similiar to the station task force established for Initial Unit 2 Surveillances.

This surveillance group should be fully functional by Mid 1984 and will remain in affect for approximately one year at which time a review will be conducted to determine the necessity of a continuous second check.

To the best of my knowledge and belief the statements contained herein are true and correct.

In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison and contractor employees.
