Dear Mr. Knop:

This letter is to provide you with additional information regarding the one (1) Severity Level V Violation described in the Notice of Violation dated

^ Sep tember 28, 1983, appended to the referenced inspection report.

In our original response, dated October 21, 1983, under Item 4 we stated that a PNPP procedure had been developed to provide for preliminary engineering review of Identified design discrepancies when clarification was necessary to determine whether a possibly reportable deficiency had been discovered. This would then f eed into our Deviation Analysis Report System if further action was required.

We also stated that full compliance would be achieved by November 30, 1983.

The intent of the above commitment was met with the issue of Instruction 35-1501, Revision 0, on November 30, 1983. When engineering personnel first attempted to implement this procedure in January 1984, it was determined that procedural interface problems existed. This led to a procedure revision which expanded the scope of the procedure to provide for the identification, evalua-t ion, and follow-up of design-related discrepancies (i.e., not just those that were apparently reportable). The revision created the Engineering Design Deficiency Report (EDDR) which is intended to provide for corrective action and preliminary reportability evaluations on design-related discrepancies.

The EDDR, when necessary, will feed into our Deviation Analysis Report system.
