Dear Mr. Schwencer:

We are pleased to provide the following confirmatory information to assist you in the closecut of SER Confirmatory Issue #21.

In order to demonstrate the leaktight integrity of the hydrogen recombiner and combustible gas analyzer systems, the reference test procedure implements specific procedures for Type "A" containment leakage testing of these components as summarized below:

a)

Verificction of proper valve lineups confirms that the containment gas analyzers are exposed to the containment atmosphere prior to containment pressurization (Appendix K of test procedure).

b)

Implementation of pertinent test instructions confirms that the hydrogen recombiners are exposed to the containment atmosphere prior to containment pressurization (Section 6.4.1. (1) of test procedure).

Implementation 'of ' pertinent instrument data instructions for containment isolation valves confirms that the containment isolation signals to the gas analyzers and hydrogen recombiners are bypassed (Appendix H of test procedure).

. Approval of Preoperational Test Procedure No. IP-59.2 has. been. obtained from the NRC resident inspector (J.

=Wiggins) in accordance with the requirements of FSAR Chapter 14.
