Subj e ct. R. E. Ginna Nuclear Power Plant Unit No. 1 Abnormal Occurrence on June 30, 1971
Dear Mr. Kirkman:
We attempted to send the following telegram at 1500, June 30, 1971 Western Union did not answer their telephone and therefore we concluded they were not accepting telegrams at this time.
This is to confirm our telephone notification with your office regarding an abnormal occurrence at Ginna Station. At 0757 on June 30,1971 the Ginna Station tripped. The trip was initiated by loss of the boiler feed water pumps.
Concurrent with the plant trip a gasket failed at an orifice flange in the steam line to the 2B reheater. In order to stop this leakage, the operator attempted to close the two steam line isolation valves. The 1A isolation valve did not close. The operator pro-ceeded to the valve location and manually tripped the solenoid air
'f release mechanism causing the isolation valve to close.
Investigation showed the linkage of the mechanisms were binding preventing release of the piston air. The mechanisms have been restored to an operable condition and have been verified by test. The repair and test results have been reviewed by the Plant

Operating Review Committee and return to power has been approved.
