July 21,1971 Mr. Lawrence D. Low Director, Division of Compliance U. S. Atomic Energy Commission Washington, D. C. 20545
Dear Mr. Low:
Notice is hereby given as required by 10 CFR 20.405 of the exposure of an individual to a radiation dose in excess of 3 Rem in one quarter. The individual has been notified as required by 10 CPR 20.405b.
The individual is a steamfitter and received the following film badge dosen:
April
.470 Rem May 1.450 June 1.170 3.090 Rem total for quarter Dosimeter records kept during this period showed the following:
April
.401 Rem May
.962 June 1.329 2.692 Rem total for quarter On June 21, 1971, upon receipt of the May film barige report, the individual was restricted from controlled areas. His June badge was sent in immediately and the report received on June 29, 1971. All badges were verified by recheck and were correct as read.
As a steamfitter, much of his w6rk involves handling contaminated materials in radiation fields. Most of his exposure in June (1136 MR) occurred while
\\ installing an air eductor on the distillate line from the waste evaporator prior to testing the unit. This covered a two week period in early June.
The large difference between his May dosimeter and his film badge reading is of concern. Dosimeter readings _are_ adjusted by a previous experience cor-safety margin. ThisBjustment factor to the dosi-relation factor to provide.a fr6m~~ film badge results but in this particular case meter reading is developed it resulted in a lower value than actual. SHEET NO. 2 DATE July 21, ~1971 To Mr. L. D. Low, Director Divleion of Compliance, AEC l
received, the man had already worked in the controlled area for three weeks in June, ultimately resulting in film badge totals for the quarter exceeding -
3 Rem. Other steamfitters working in the same areas do not show the large
[ degree of difference (0.962 versus 1.450 Rem) in the month of May.
The receiving of the report on film badges in 2 to 4 weeks after they are sub-mitted is a real problem.
We have arranged for a demonstration for the potential use of Thermal Lumin-escent Dosimeters which would allow immediate exposure readouts. In the meantime, individuals approaching exposures of 2.5 Rem for the quarter will be restricted from controlled areas temporarily, pending verification of their actual exposures recognizing the delay in film badge processing.
Very uly yours, 6
