Status report on recommendations as submitted.with report of July 15, 1970 re Technical Specification violation of July 6,1970.

Ginna Station Unit No.1 Docket 50-244 Our letter of July 15, 1970 re the Technical Specification violation of primary coolant dilution on the date.of Julyi6,1970 included our rec-ommendations of appropriate action to prevent a recurrence of the violation.

The action on these recommendations was immediate and their implementation and progress is summarized as follows:

All e:<isting plant procedures have been reviewed by technical and

consultant support personnel as well as the PORC for compliance. Further, coordination of maintenance with operations is now ensured by supervisory administration of coordinated procedures that were previously prepared and had received the Plant Operating Review Committee (PORC) approval upon~-

their review. In subsequent re-use, these procedures are reviewed by the -

PORC for applicability in each case and any changes are subject to sub-i mission and approval in accordance with the above policy. Further, an l

interim policy has been in effect that at least one member of the Ginna l

Station Nuclear Safety Audit and Review Board (Board) is contacted prior l

to the PORC release and PORC final approval in any newly-prepared joint maintenance and operational procedure as an additional check for compliant operation.

Dr. Peter A. Morris Page 2 February 17, 1971 Results of the audits requested by this Board of the plant operations personnel and organization were reviewed. Their findings and progress to date are:

Deficiencies in procedures as reported have been reviewed for correction and revised as suggested.

2.

The recommended program as suggested for retraining of operator licensees in specific areas has been incorporated as part of the retraining program now in progress. Attend-ance is mandatory for all licensees. A training coordinator has been appointed to coordinate the retraining program.

The retraining classes are to receive regular consultant audits to determine the effectiveness of the retraining program in its presentation and by re-audit of the licensees, w

The plant organization audit verified some weakness in the p'

plant technical management. Support in this area has been provided by reassignment of a previously experienced nuclear power plant engineer to be responsible to the plant super-intendent for technical compliance in operation. Reactor engineering has been bolstered by the appointment of an experienced nuclear engineer in the technical support group to work with and assist in the training of the plant nuclear A[O engineer. In the area of Technical Specifications, a weekly f class is being held for the sole purpose of review and study of those specifications with mandatory attendance required of the plant staff and the available Shift Foremen. This subject is also being covered in the retraining program, but this immediate class was considered essential.

Eurther audit of the above areas will continue to be made by this Board and changes will be made as considered necessary to effect proficient, safe, and compliant operation.
