Dear Mr. Keppler:
Reference (a) requested that all pressurized water nuclear 1

power reactor facilities holding an operating license except those with Westinghouse DB type reactor trip breakers provide certain information regarding their trip breakers.
While Byron Units 1 and 2 were not included in the addresses of the subject Bulletin, Byron has reviewed it for applicability.

Byron utilizes Westinghouse DS 416 breakers in the reactor trip system.
Following is our review of the Bulletin.
l 1.
" Perform surveillance tests of undervoltage trip l
function..."
i A test of the undervoltage trip function independent of the shunt trip function was performed in pre-operational test RP 68.13.
The results of this testing are satisfactory.
Byron Station does not currently have on-line testing 4
. capability.
Addition of. a modification.to enable:
1 independent on-line testing is scheduled to be complete by the first refueling outage.

" Review the maintenance program..."
i Approved Electrical Maintenance Procedures address preventative maintenance of the Reactor Trip Breakers.

. As addressed in approved proceoures, Westinghouse Technical Bulletins and Vendor Advisories are received at the Station.
Upon receipt, the Administrative and Support Services Assistant Superintendent reviews these bulletins or advisories and routes them to the Licensing Coordinator who logs the' report and coordinates the appropriate review.
Actions which may result include plant modifications, procedure changes, or additinal training for plant personnel.

" Notify all licensed operators of the failure-to-trip event..."
The initial license training program includes training on all emergency procedures.
The ATWS procedure includes the symptoms of a fail-to-trip condition, and includes immediate Operator actions required to correct the situation.
The Operators are required to commit the immediate actions to memory.
During retraining the procedures are addressed for review.
This is sufficient to ensure the Operators can recognize a fall-to-trip condition and take prompt actions.

" Provide description of all RPS breaker malfunctions..."
No RPS breaker failures have been identified to date.
5.
" Verify that procurement, testing and maintenance activities..."
Administrative procedures define how to determine safety classification and quality control requirements for procurement of equipment or services and for control of maintenance activities.
The procedure is aimed at the working level (requisitioner or initiator) and provides resolution of conflicts between different source documents.
This procedure does not allow controls to be bypassed without review and consideration by appropriate management personnel.
To the best of my knowledge and belief the statements contained herein are true and correct.
In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees, consultants or contractors.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.
