C.1 of the Technical L'pecificationn This is to report a condition relating to the operation of the station in which the liigh Pressure Coolant Injection (HFCI) cystem was found to be significant1v clover in remponc.o than ice design c=cr;,cacy starting time us listed in Table 6.2.5 of the D:coden Safety Analysis Rcrort.

Problem and Initial Action On August 13, 1970, a HPCI syste:n cold quick start test was con-ducted.

The system requircd 60 seconds to attain rated flow; required tino is 25 seconds.

Speed appeared to rapidly increase to 2000 rpm and then slowly increased to rated.

Based en the slew starting tine, HPCI was declared inoperative and the surveillance required by section 4.5.C.2 of the Technical speci-fications was performed.

Investigation and Corrective Action Further investigation showed that the system uould meet its required starting time if the control oil systen ucre kept charged.

This could be accomplished by running the HPCI auxiliary oil pump for at loadt 4 minutes once a shift.

This program was begun and HPCI was declared operable again.
