LICENSE DiR.19 DRESDEN NUCLEAR POWER STATION UNIT #2 (SECTION 2 C OF DFR 9
Dear Dr. Morris:
The purpose of this letter is to rei)rt the receip; of operational neutron sources in excess of the number allowed under licenso DPR-19.
This incident occurred on December 21, 1970.

General Electric Company shipped 14 neutron sources from Vallecitos i
Nuclear Centor to Dresden Nuclear Fower Statien (from licenso #0017-59 Calif.
l to DPR-19) for uso in Dresden Unit 3.
The sources were antinony -124 neutron sources (1,000 curies each) and were all in one cask.
The sources were received I
by Drosden Station on December 21, 1970.
The Dresden Unit 2 license (DFR-19) permits the receipt, possession and use of 14 antimony -124 neutron sourcos.
1 Fourtoon such sources were already in the Unii 2 reactor.
The receipt of the d
14 additional sources under DPR-19, therefore exceeded the licensed quantity.

On December 21, 1970 the source cask was unloaded from the truck l
and while it was being transferred to the reactor building rnfueling floor a
[
review of the licenso revealed that these sources had not been covered by an
-i amendmont to the license.
By this time the truck had left tl.e property.
The-5 source cask was kept in-tact on the station property until the proper handling and licensing matters could be resolved.
,.9 CORRECTIVE ACTION The Station informed General Electric that the Sb-Be sources would be ship '9d back to them as soon as possible.
This was accomplished on December 2,,1970

1 An appropriate amendment to the Dresdon Byproduct license was h
applied for on December 2'4, 1970 and received o.i December 31, 1970.
This amendment allows the receipt and storage of the operational Sb-Be sources for D-3.
A station procedure has been issued which consolidates the

review of all radioactive shipments and receipta under the nuclear materials g
custodian who is presently the senicr nuclear engineer at the station.

procedure also requires the approval of both the nuclear mate-ials custodian and the station superintendent for all shipments and receipts.
