SUMMARY

In-line Target Rock solenoid operated valves used in containment iso la-t ion ap plica t ions may open when downs tr eam pressure increases ab ove upstream pressure allowing flow in the direction opposite of normal.

IMMEDIATE ACTION TAKEN Stopwork E&DCR 2PH-0090 was written to stop work on al l af fect ed solenoid valves.

DESCRIPTION OF THE DEFICIENCY The _in-line Target Rock solenoid valves utilized on Beaver Valley Power Station, Unit 2 (BVPS-2), were ident ified to be sens itive to changes in pressure di f ferent ial, such that an increase in downs tr e am pres sur e above upstream pressure may allow flow in the opposite direction.

ANALYSIS OF SAFETY IMPLICATIONS Buildup of downstream pres sure ab ove upstream pres sure may cause con-t ainment isolation SOV's to open during a Design Basis Accident, break-ing containment isolation.

5.

CORRECTIVE ACTION TO REMEDY DEFICIENCY Beaver Valley Power Station Unit 2 is currently reviewing and eval u-ating each system application of these solenoid operated valves.

6.

ADDITIONAL REPORTS An addit ional repo rt on this Significant Deficiency will be submit ted by Duquesne Light Company by July 1,1984.
