Dear Mr. Grier:
The following events occurred during the initial heating phase of Unit 3 startup test program at reactor pressures less than 200 psig.
At 1800 on 7/4/71 while increasing reactor pressure beyond 100 psig the HPCI auto-isolation failed to reset thereby making Unit 3 liPCI inoperable na specified in 3.5.C.l.
The cause was determined to be a relay contact wiring error which was immediately corrected and HPCI isolation valves M0-3-23014 and M0-3 2301-5 opened as required.
4 Between 0001 and 0800 on 7/5/71 difficulty was experienced in initially opening the Unit 3 HPCI control valves by operation of the. %
notor speed changer (MSC) in the control room. Further. operation of the MSC resulted-in proper control valve operation.
It is felt that the valves would have opened as required upon automatic initiation. The_
difficulty is considered to be due to the extended idle condition of the HPCI subsequent-to November, 1970, preoperational tests requiring a slightly greater pressure applied to the hydraulic relay than was performed in the gradual increase by the initial operation of the MSC.

O Mr. Boyc1 H. Grier 2-July 9, 1971 At 0735 on 7/4/71 after completion of a Unit 3 HFCI tect run the torus water volume exceeded the maximum as specified in 3.7. A.1 by approximately 1900 cubic feet.
The water was returned to within specification limits by 1200 the came day.
At 2200 on 7/6/71 it was noted that Unit 3 torus water tempora-tore had reached 105'F.
Previous daily surveillance on 7/5/71 showed 84*F.
The temperature $ncreace was due to a combination of HFCI test runs and a leaking electrocatic reliof valve which was rescated by momentary msnual actuation.
G3611ng was initiated and temperature returned to within 3.7.A.1 opecified limits by 0630 on 7/7/71.
At 0425 on 7/(,/71 while performing monthly diesel-generator surveillance the 2/3 diesel tripped during start from annunciated hig,h crankcase pressure.
Investigation did not reveal the cause and repeated local starta did not duplicate the situation.
Subsequent repeated starts from the control room were successful except for the first attempt in which the operator did not apparently make full contact with the starting control switch.
It is felt that the high crankcase presaure was spurious. The diesel-generator was declared operable as speci-fled in 3.9.B.2 and is being tested daily through the remainder of the week to demonstrate continued operability.
Units 2 and 3 diesel generators were alno teated satisfactorily.
