50-328 In accordance with 10 CFR 50, Appendix E, Part IV, Section F.1, TVA will conduct the 1984 emergency preparedness exercise for the Sequoyah Nuclear Plant in July. The State of Tennessee desires to exercise the option given them in 44 CFR 350, which requires full State and local participation on a biennial basis. The State's position is detailed in the enclosed letters from the Tennessee Emergency Management Agency (TEMA) to TVA. State and local participation will be limited in 1984 and will not meet the 10 CFR Appendix E requirements for an annual full-scale exercise. This letter constitutes an exemption request to those requirements.
TVA supports the State's mquest because of the high evaluation ratings they moeived in Sequoyah's 1983 exercise and because they will be participating fully in the Watts Bar Nuclear Plant exercise which is presently scheduled for June 1984.
In order that we may finalize our planning process for the 1984 exercise, we request your inanediate attention to this mquest.

1 This is to officially notify you of Tennessee's decision not to part ipate in a full scale exercise for the Sequoyah Nuclear Power Plant in calendar year-1984. As we discussed and agreed upon in a meeting on April 3, we are request-ing that FEMA schedule an exercise for Sequoyah on February 6, 7, 8, 1985 (see attached letter).
Of course, we will provide any support necessary to TVA to insure that your required on-site exercise is a success.

/Jf This is to clarify my letter of April 6 in which we notified you that Tennessee would not participate in a full scale exercise for Sequoyah in calendar year 1984.
As you know, Tennessee operates under the, Multi-Jurisdictional Plan and the letter was intended to indicate that neither the state nor the local governments affected would participate this year.
I hope this clar-ifies the position of the state for you.
