On March 19,_1984, Detroit Edison's Mr. L. P.'Bregni, Engineer-Licensing telephoned Mr. R. C. Knop of'the NRC Region III to report.that N.P.S. INC. had changed some part sizes of pipe support components in their catalog while retaining the'same part identification number. Sufficient information is.not'available at this time.for a definitive' report _to-be submitted; therefore, this'~ interim report

.concerning the pipe support' components: has been prepared to provide the current statusdof this deficiency.

Description of Deficiency. ,

Detroit Edison has . discovered that NPS ~ Industries (NPSI) has supplied ~ dif ferent sizes of. pipe support components with .the same part number to the ' Fermi 2 site. -This resulted.when! ,

NPSI . changed the dimensions of parts _ but retained the ~ same part number. . Some ' of these ' component parts ; have been installed ~in the' plant. Because of.the-chang'e in physical

. dimensions, actual parts received.and-installed may have lower load capacities than L the design requires. -

. Analysis of Safety Implications-Pipe supports with the subject parts may have lower load capacities'than the design requires. If these supports are used in safety-related applications (i.e., safety--

related systems and. Seism.ic Category II over I applications),

this condition may~ result in support failure prior-to the support reaching its design limits. This situation could cause damage to safety-related systems.

Corrective Action The following act' ions are currently being pursued relevant to this deficiency:

1. Identify all NPSI pipe support components with significant engineering changes.
2. -Identify pipe supports that have used .these components by reviewing available~ support documentation.
3. Review the design calculations and request a field investigation for those pipe supports not conforming to the design.

Stone and-Webster Michigan, Inc.-(SWMI).has performed a

- preliminary evaluationLof-the deficiency and prepared a report which will be used . in thei final analysis. Based on the results of this analysis, final corrective actions will be' determined to resolve this deficiency. In1 addition, we are' evaluating this case:to determine if the existing procurement process = requires modification.-'A/ definitive-report on this Litem will be submitted on May 14, 1984.
