FitzPatrick Nuclear Power Plant Docket No. 50-333 Archival Records Storage Facility

Dear Sir:

The Power Authority is in the process of constructing an archival storage facility that will house quality assurance records and other important documents at the FitzPatrick plant.

Appendix 17.2B of the FitzPatrick Final Safety Analysis Report (FSAR) commits the Authority to conduct record management activities in accordance with Regulatory Guide 1.88, Revision 2, October 1976, entitled, " Collection, Storage, and Maintenance of Nuclear Power Plant Quality Assurance Records".

This regulatory guide endorses the requirements and guidelines for collection, storage, and maintenance of quality-assurance records for nuclear power plants as specified in ANSI N45.2.9-1974.

This ANSI standard specifies the fire rating of the structure, doors, frames, and hardware for storage facilities to be a minimum of four hours. However, this criteria has been revised by ANSI /ASME N45.2.9-1979,

" Requirements for Collection, Storage, and Maintenance.of Quality Assurance Records for Nuclear Power Plants," which changes the fire rating from four hours to two hours.

The.FitzBatrick records storage facility is being designed and constructed to have a fire rating of'two. hours.

This is adequate to assure the preservation'of important records.

The records facility will be free standing and located sufficiently remote from other buildings or storage areas to eliminate the possibility of exposure fires.

In addition, a.four hour rating is not a standard fire rating and doors, frames and associated hardware with a four hour rating are not readily available.

The Authority's commitment to comply with Regulatory Guide 1.88 Rev. 2 remains unchanged, with exception to the four-hour fire rating.

The FSAR will be revised to include this exception in our next FSAR annual update (July 22, 1984).
