Dear Mr. Stolz:

Three Mile Island Nuclear Station, Unit I (7NI-1)

Operating License No. DPR-50 Docket No. 50-289 Sampling (bndenser Vacuum Dump Exhaust Based on a telephme conversation between mmbers of your Staff and GPUN representatives on April 12, 1984, this letter is to inform you of our ommitment to install a continuous sampling system for radiciodine on the condenser vacuum pump exhaust. As described below, the existing sampling program provides appropriate methods to track 10 G R 50, Appendix I doses due to condenser off-gas effluent releases. The addition of continuous radiciodine sampling will allow us to nore accurately quantify the radiciodine releases.

We are procevvling with engineering and anticipate that we will be able to provide a firm schedule for installation by July 1, 1984. At that time we will also provide a schedule for subnitting appropriate changes to the Technical Speci-fications.

In the interim, we will ccntinue with our grab sanple program during plant operation and in the event releases are significant enough to cause a high alarm on the condenser offgas monitor (hA5L) we will do continuous sampling through the MAP-5 system. Our calculations show that ccntinuous releases at the NA5L high set point would result in offsite doses less than 20% of the annual Appendix I limit. Therefore, adherence to Appendix I guidelines is assured in the interim before the permanent continuous sampler is installed.

Sincerely, 8404240050 840418 PDR ADOCK 05000289 I . D. *1 ill, P PDR Director, TMI-l I I IIDl/WS/mle }gD
