CHANGE 95-07, " CONDITIONAL EXEMPTION TO END-OF-LIFE (EOL)

MODERATOR TEMPERATURE COEFFICIENT (MTC) SURVEILLANCE MEASUREMENT" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change tht. TSs of SON Units 1 and 2. The proposed TS change will conditionally exempt the EOL MTC measurement required in TS Surveillance Requirement 4.1.1.3. Cemplementary changes to the administrative section of the TS are also provided. This change is similar to that  ;

proposed by D.C. Cook Nuclear Plant o;; July 26,1994.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. Enclosure 4 provides a draft with the necessary changes to the Core Operating Limits Report for Units 1 and 2. The Westinghouse Electric Corporation Safety Evaluation Check List 93-117, R1 is supplied in Enclosure 5 for additional supporting documentation.

U.S. Nuclear Regulatory Commission Page 2 May 19,1995 SON Unit 2 is expected to attain a boron concentration of 300 parts per million in November 1995. Therefore, TVA is requesting NRC approval prior to this time so the benefits afforded by this TS change can be utilized for this operating cycle.

TVA requests a 45-day implementation period for this TS change following issuance.
