Dear Luther:

The recent slippage in system turnovers due to the completion of work and documentation review is very much of a concern to me. The developing trend indicates a potential continuing slippage in systems BM, EF and EG. The slippage of 10 days on AE and 14 days on AD is unacceptable and future slippage will not be tolerated. Additionally the concern about. the co..pletion and accuracy -

of the turnover quality documents and backup quality documents and the concern of the review of both groups of documents has been somewhat substantiated by the recent KG&E QA surveillance of the BN system. The accurate completion and thorough review of the Quality Documentation is mandatory and r quire an in-depth invest-igation.

In view of the above, I am immediately establishing a Task Force to look into the final completion of systems, the preparation and completion of the associated quality documentation and the review (.,f the documentation. This Task Force will be chaired by Charlie Huston with Jim Nelson as Vice Chairman. Other members will include Larry Bryant, Chester Pruitt, Bud Schruyer, Harold Stephens, a KG&E Quality Assurance Representative, a KG&E Startup Representative and Dave McAfee and Jim Harrison from the Daniel Home Office. It is expected that recommendations result-ing f rom this Task Force wi?1 be implemented seekly as they are identified and pre-sented to me by the Chairman. This Task Force will commence on January 20, 1983 and is chartered for 30 calendar days only.

Luther, I require the complete timely cooperation of the Daniel Construction Organization and that of the Quality Organization of Larry Bryant in .upporting this Task Force as it will investigate potentially the most critical area of the project at this time.
