Dear Mr. Felton:
This is a request under the Freedom of Information Act, 5 U.S.C.
S 552, and 10 C.F.R. Part 9.
Region IV of the NRC in May 1982 issued a Systematic Assessment of Licensee Performance Board Report ("SALP Board Report") for the South Texas Project, Units 1 and 2, Docket Nos. 50-498 and 50-499.
The report evaluated the " performance" of the South Texas facility during the period July 1, 1980 to June 30, 1981.
A copy of the SALP Board Report and the NRC's May 11, 1982 transmittal letter to George W. Oprea, Jr.
of Ilouston Lighting & Power Co. ("HL&P") is attached.
I write to request copies of all records leading up to, arising out of, or in any way pertaining to the May 1982 SALP Board Report.
This request encompasses, but is not limited to, (1) all records located in Region IV or any other NRC branch office; (2) all records to and from Region IV or any other NRC branch office; (3) all internal NRC memoranda and communications discussing or relating to the May 1982 SALP Board Report, including any memoranda that discuss the numerical performance ratings to be assigned 8404190474 040214 PDR FOIA SAMP84-109 PDR

Felton February 14, 1984 Page Two to areas of licensee performance evaluated by the SALP Board; (4) any records reviewed by the SALP Board to assist in its preparation of the SALP Board Report; and (5) any notes or minutes of an October 17, 1981 meeting between HL&P and NRC personnel, held at HL&P's Houston offices to discuss the SALP Board's findings.
