Dear Mr. Stolz:
In our letter dated March 19,1980 (Serial No. 601) Tole'do Edison responded to staff questions concerning Shift Technical Advisor (STA)
Training at Davis-Besse Nuclear Power Station Unit No. 1.
At that time, the STA training included a qualification manual calling for system checkoffs to be obtained from licensed instructors or operators.
l In the ensuing years, the duties of licensed personnel, both operators i
and training instructors, have become more demanding and the experience l
l level of the current STA's has grown. The experience level and abilities I
of the current STA staff are now quite appropriate to provide system I
checkoffs required for STA training qualifications. The focus of an STA l
administered checkoff is also more appropriate for reviewing the duties j
and knowledge of STA's in-training.
In light of the above circumstances, Toledo Edison has deleted the requirement for operator administered checkoffs and replaced it with one calling for STA administered checkoffs.
