k TECHNICAL SPECIFICATION CHANGE REQUEST (TSCR) NO. 120 The Licensee herein requests that the attached changed pages replace the existing pages (3-37, 3-37a) of Appendix A of TMI-1 Technical Specifications.

I REASON FOR CHANGE REQUEST NO. 120 TS 3.5.3.1 footnotes (2) and (3) and Basis have been changed to raise the HPI and LPI allowable bypass setpoints for decreasing RCS pressure. The increased bypass setpoints allow more operator time to bypass HPI and LPI during normal plant cooldown. This additional margin will compensate for instrument loop accuracies, bistable deadband settings and instrument drift, to preclude inadvertant actuation.

SAFE' Y ANALYSIS JUSTIFYING CHANGE The sncreased allowable HPI and LPI bypass setpoints preserve the necessary margin to bypass prior to alarm and actuation, which had been decreased due to the higher actuation setpoints required by Amendment No. 78. Precluding inadvertant Engineered Safeguards Actuation System actuation prevents unwarranted cycling of the system components and does not adversely affect nuclear safety. The actuation setpoints assumed in the safety analysis for Amendment No. 78 are not affected.

IMPLEMENTATION The proposed changes reflect existing plant conditions and Licensee, there-fore, requests that this License Amendment become effective immediately upon issuance.

LICENSE FEE (10 CFR Part 170.22)

The enclosed Technical Specification Change Request is submitted as a Class III Amendment with a subsequent fee to the Licensee of $4,000.00 enclosed.

_I_MPLEMENTATION TIME PERIOD It is requested that this Technical Specification Change Request be approved expeditiously in order that it may be implemented before initial criticality for Cycle 5.
