REFERENCE:

LP&L letter W3I82-0088, L. V. Maurin to G. L. Madsen dated October 29, 1982

Dear Mr. Madsen:

On December 6, 1982 LP&L received a copy of your request for additional information, dated December 3, 1982, relative to USNRC Inspection Report 50-382/82-18 and its attached Notice of Violation. With respect to the specific violation, LP&L was requested to provide the following information:

"(1) What Specific Training actions LP&L has initiated to ensure that craft personnel follow your procedures, record, and signoff the required hold points, and (2) the date by which LP&L will have completed appropriate training of these craft personnel."

The following information is provided in response to your request.

I. Corrective Actions Which Have Been Taken A. Specific to the violation in USNRC Inspection Report 50-382/82-18 which discusses an unspecified weld that had been used to attach a plate to an angle brace instead of attaching the plate with bolting as specified in Ebasco drawing G-842D, Ebasco Force Account craft personnel, involved in the Structural Steel Area, received training in procedure CP-717, " Weld Identification and Traveler System" on November 15, 1982.

B. Training was conducted during the period September 24-30, 1982; 549 Ebasco Force Account craf t personnel (all disciplines) received the orientation training which included emphasis on the need to follow procedures, and to record and signoff the required procedure hold points.

training of Ebasco personnel, has been revised to include:

1. Site Orientation (Quality Assurance and Safety), and
2) Procedure orientation for personnel performing safety-related activities II. Corrective Steps Which Will Be Taken l'

Impicmentation of the site indoctrination and training program commenced on September 24, 1982 and in addition to the personnel that were aircady trained, is being presented on an ongoing basis j to new personnel as they are hired, in accordance with ASP-I-3.

III. Date When Full Compliance Will Be Achieved:
