Denton, Director

Dear Mr. Denton:

SUBJECT:

Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416 and 50-417 License No. NPF-13 File 0260/L-860.0 Physical Security Plan, Revision 5, Response to NRC Comments AECM-83/63 Mississippi Power & Light Company (MP&L) submitted Revision 5 to l

the Grand Gulf Nuclear Station Physical Security Plan via AECM-82/407, dated September 22, 1982. This letter provides MP&L's response to your comments on that revision, transmitted to MP&L by your letter, dated November 22, 1982 (MAEC-82/274).

MP&L agrees with the NRC Staff's comments on Section 3.6.5 of the Security Plan. Revision 6 to the Security Plan is currently in the final stages of review, and due to schedule constraints, the clarifications requested by the NRC Staff cannot be incorporated into l

this revision. However, the subject clarifications will be included in l Revision 7 to the Security Plan, currently scheduled for submittal no later than February 28, 1983.

However, MP&L does not agree with the NRC's comments on Section 6.6.2.2 and commitic to providing additional justification addressing the l

NRC's concern, no later then Februacy 28, 1983. MP&L maintains that changes to the Security Plan proposed in AECM-82/407 for Section 6.6.2.2 l do not degrade the effectiveness of the Plan. However, until this issue is resolved, it is acceptable to MP&L that the previously approved version of the Security Plan for the subject section remain in effect.

Yours truly,
