Gotchy January 27, 1983 Page Two While the B&W Owners previously had agreed to obtain GERDA data from the continuing single-loop tests, the enclosed letter represents a commitment by the B&W Owners to modify the B&W test facility at Alliance, Ohio (now used for GERDA) to add, among other things, a second loop so that it will better simulate the B&W design, and to conduct an integral system testing program at the modified facility.

' WNCH ROBERT B MIN 0GUE DIRECTOR OFFICE OF NUCLEA9 REGULATORY RESEARCH U S NUCLEAR REGULATORY C0fftISSION WASHINGTON DC 20555 INTEGRAL SYSTEM TESTING This letter is intended to confirm our discussions of December 20, 1982, regarding the B&W Owners Group participation in an integral system testing program. As you know, a Test Advisory Group was formed as a result of a meeting of NRC staff, B&W Owners, B&W, and EPRI on this subject held on July 20, 1982. This group has met on three occasions and will convene again on January 19 and 20, 1983. The purpose of this next meeting is to start the preparation of a report providing the group's recomendations on phenomena to be tested, a test matrix to address these, a prcposed facility for the test program, and a schedule to begin testing during the first half of 1985. The group is in general agreement on these items, most significantly that additional testing needed beyond programs already planned can most beneficially be performed by a modification to the B&W facility in Alliance, Ohio.

To better simulate the B&W design, this modification would include the addition of a second loop, four reactor coolant pumps, and possibly full core power. A preliminary estimate of $28 million has been made for this program including operating costs.

The B&W Owners are willing to support this test program but cannot, of course, assume liability for an open-ended effort. As you are aware, we have committed to purchase the data generated by the German test program at Alliance (GERDA) and to benchmark our codes against this data. This was done at our own initiative, and we feel credit must be given for this expenditure as well as for the value of the existing facility when funding arrangements are established. As discussed at our December 20, 1982 meeting, the B&W Owners Group comitment is based on a fund-ing not to exceed fifty percent of the presently estimated $28 million. We are also looking forward to EPRI participation in this effort. We see the need for a technical steering group for this program with NRC, Owners Group and, hopefully, EPRI participation.
