Gentlemen:

North Atlantic Energy Service Corporation (North Atlantic) provides in the enclosure proposed revisions to the Seabreok Station Physical Security Plan and Safeguards Contingency Plan in support of the issuance of the exemption from certain requirements of 10CFR73.55 as requested in Reference (b).

lhe exemption is required to allow North Atlantic to implement the biometrics access control system, which will eliminate the need to issue and retrieve badges at the protected area entrance and exit locations and will allow all individuals, including North Atlantic employees, contractors, NRC employees and othcrs, with unescorted access, to retain their badges when departing the protected area. The proposed j

changes to the Physical Security Plan and the Safeguards Contingency Plan fully address questions raised by the NRC StafT in their review of the exemption request and the draft plan changes [ References (b), (c) and (d)].

Document Control Desk Page two Upon issuance of the requested exemption, North Atlantic will begin a test of the biometrics access control system addressing both entrance and exit from the protected area. During this test period aspects of the revised Physical Security Plan and Safeguards Contingency Plan will be partial ly implemented for testing purposes, however, the badges will still be collected and retained by Security personnel. At the conclusion of the test period, which is estimated to be four weeks, the revised Physical Security Plan and Safeguards Contingency Plan will become fully effective when the biometrics access control system is fully relied upon to control access to the protected area. North Atlantic will provide the NRC with notification of the date of conversion and implementation of the revised plans.

The enclosure to this letter contains safeguards information and should be withheld from public disclosure in accordance with 10CFR73.21. This cover letter does not contain safeguards information and reverts to unclassified when separated from the enclosure.
